The terms of reference for this working party are stated as 'To examine and enquire into the various schemes and suggestions put forward for improvement of organisation, production and distribution methods and processes in the industry, and to report as to the steps which should be adopted in the national interest to strengthen the industry and render it more stable and more capable of meeting competition in the home and foreign markets'.
The report starts with a Summary of Recommendations with 24 points ranging from 'to continue research into substitutes for linseed oil', 'to try out the Training within Industry scheme' to 'to keep in close touch with the Council of Industrial Design'. Each point notes the agency responsible for carrying out the action required.
